THE WAR ON TERROR (2001–)
Post-9/11 federal counterterrorism prosecutions produced new tools — the PATRIOT Act, material support statutes, the Special Administrative Measures (SAMs), and the Communications Management Units. Most defendants prosecuted under this framework were Muslim, and many were caught in FBI sting operations that critics characterize as entrapment. The Holy Land Foundation Five, the Newburgh Four, the Liberty City Seven, and the Lackawanna Six all came out of this period.
