Fornandous Cortez Henderson, 32, was charged with arson and possession of a Molotov cocktail after setting fire to the Dakota County Western Service Center in Apple Valley, MN on May 29, 2020 — a government building housing state and local agencies and a U.S. Passport center. Co-defendant Garrett Patrick Ziegler, registered owner of a vehicle parked nearby, was identified by car keys found at the scene.
