Leroy L.P. Williams, 34, of Minneapolis was charged in conspiracy with Shador T.C. Jackson and Victor D. Edwards for fires set inside Target's world headquarters in downtown Minneapolis on August 26, 2020 amid rioting over a false rumor that police had killed a Black man (the rumor sprang from Eddie Frank Sole Jr.'s on-camera suicide on Nicollet Mall). Williams allegedly returned to the building after the initial fires and attempted to start a second fire near the entrance. He was sentenced to 10 years federal prison plus 3 years supervised release.
