Biography
L. Kramer, from New York, New York, was convicted of conspiracy to violate the Selective Service Act. Kramer was sentenced to two years in prison and served in Atlanta Penitentiary between June 1917 and May 1919. Kramer, an anarchist, had been active in the birth control movement prior to his arrest and had been fined in 1916 for speaking publicly on birth control. In prison the authorities considered Kramer "extremely abusive" and, at one point, ordered him manacled with handcuffs to his prison cell. He was confined in the "isolation building."
