Biography

Vieques community leader and one of the Vieques 4, sentenced in 1979 for trespassing on the US Navy bombing range in protest of the Navy's occupation of the island. He spent decades organizing against the Navy presence on Vieques. Documented in PFOC Breakthrough magazine.
