Chicano activist known for organizing for the rights of Mexican people in Texas' Rio Grande Valley, arrested on what The Black Panther Vol. 15 no.2 (1976) calls false gun-smuggling charges and detained at the Topo Chico prison in Mexico, seen as a joint U.S.-Mexican effort to entrap him.
