Biography
Billington became prominent as a political organizer and fundraiser aligned with Lyndon LaRouche and the LaRouche movement. In that role, he was a visible public face of an organization that framed itself as oppositional and targeted by the political establishment, while investigators and prosecutors treated its fundraising operations as criminal fraud.
His arrests and imprisonment followed a series of late-1980s prosecutions. He was convicted in federal court of conspiracy to commit mail fraud and, separately, in a Virginia state case tied to fundraising activity described by prosecutors as unlawful securities-broker conduct involving solicited loans. He received a lengthy sentence in the state case and served years in prison before being paroled, later continuing public political activity and writing connected to the movement’s worldview and campaigns.
