Biography

Bryan Kelley is a Portland, Oregon man convicted of a felony in connection with pointing a high-powered blue laser into the eyes of a Portland Police Bureau sergeant during a mass demonstration outside Portland City Hall on August 25-26, 2020. The laser was powerful enough to burn through paper and ignite dry material; the officer reported sustained eye impairment.
