Biography

Billy Frank Sr., a Nisqually elder and the father of Billy Frank Jr., was an early figure of the fishing-rights struggle on the Nisqually River. His 1916 arrest for out-of-season salmon harvesting is among the earliest documented arrests of the long Northwest treaty fishing-rights fight that his son would carry forward.
